Phase 1 — Baseline & Stakeholder Alignment
100% Household Entitlement Survey & Community Mobilisation
A structured door-to-door baseline survey was conducted across 1,233 households (5,213 individuals) in 18 No. Kothalguri Gram Panchayat, Mariani. Multi-stakeholder meetings were held with garden management, ACMS ward officials, ATEPFO, Gram Panchayat administration, ASHA/Anganwadi workers, and SHGs to align the intervention and identify institutional gaps.

Phase 2 — Infrastructure & Capacity Building
Digital HaqDisha Kendras Established & Fellows Trained
Four Digital ONE Centres were set up directly within the tea estate wards, each equipped with desktops, biometric devices, printers, lamination machines, and internet connectivity. 12 HaqDisha Fellows (4 main + 8 associate fellows) were recruited from the community and trained in portal navigation, entitlement facilitation, Sadri-dialect communication, and community mobilisation.

Phase 3 — Active Service Delivery & Doorstep Facilitation
Entitlement Camps, Doorstep Visits & Direct Facilitation
Fellows conducted Aadhaar correction camps, generated Ayushman Bharat and ABHA health IDs at the kendras, processed MNREGA job card applications with the Gram Panchayat, and ran social security awareness sessions. The "Haq-at-Home" model was piloted — using baseline survey data to identify each household's specific missing entitlements and visiting them directly rather than waiting for them to come to the centre.

Project Closure — NEDFi-CSR Pilot
Final Report Submitted — Pilot Successfully Concluded
The HaqDisha NEDFi-CSR pilot was formally concluded. A comprehensive project closure report was submitted to NEDFi covering all deliverables, success stories with photographs, entitlement facilitation data, and the sustainability model. The four Digital HaqDisha Kendras continue to operate, with Fellows providing ongoing doorstep facilitation. Advocacy is underway to register the centres as official CSC and SIRISH Sewa Kendras.
